First draft of the Law on Climate Change and Energy Transition

The first draft of the Law on Climate Change and Energy Transition has recently been sent to the Cortes for processing.

The objectives it collects are:

  • Spain must achieve climate neutrality no later than 2050.
  • Before 2050, the Spanish electricity system must be 100% renewable.
  • It is set as a target for 2030 that emissions in the Spanish economy as a whole should be reduced by at least 20% compared to 1990.
  • At the end of the next decade, at least 35% of final energy consumption must be of renewable origin. In the case of the electrical system, the renewable presence in 2030 should be at least 70%.
  • Energy efficiency measures will have to reduce primary energy consumption by at least 35%.

Therefore, one of the elements that will have a main role will be that of sustainable mobility. The bill proposes a framework for progressive decarbonisation that, according to the Government, «favors industrial and technological adaptation, and opens up new business opportunities.»

Specifically, it is expected that the Public Administrations will put in place measures that will make possible in 2050 a fleet of passenger cars and light commercial vehicles without direct CO2 emissions, with a gradual reduction in their emissions, so that no later than 2040 they will be vehicles with 0gCO2 / km emissions.

In order for this to be the case, the project states that a prior consultation will be carried out in the sector for the subsequent implementation of measures to facilitate the introduction of this type of vehicle, including support for R + D + i.

The draft Law also establishes that the municipalities with more than 50,000 inhabitants and the island territories will introduce, in urban planning, mitigation measures that allow reducing emissions from mobility, including the implementation of low-emission areas no more beyond 2023

Shared electric mobility and the use of private electric means of transport should also be promoted.

Another important point is the promotion of the development of electrical recharging infrastructures throughout the national territory. This is intended to activate the decarbonisation of road mobility, which as we have already commented in a previous post is the segment that consumes the most energy in the entire transport sector, and thus facilitate the value chain to take advantage of the opportunities opened by the sustainable mobility,

According to the PLCCTE program, the progressive installation of points in service stations with the highest volume of sales, currently representing 10% of the network, is expected. As well as the installation of recharge systems in new buildings is planned, in interventions in existing buildings and in buildings for use other than the private residential that have a parking area with more than twenty spaces.
